This year, in his annual State of the Union address, President Clinton called for an end to social promotion (the practice to allow students to pass to the next grade with their peers, regardless of academic performance) and reinstate the practice of retention (also known as grade repetition) for students who do not meet the required academic standards. For more information on President Clinton's argument, see the summary of the official document of the Department of Education of the USA, entitled Taking Responsibility for Ending Social Promotion: A Guide for Educators and State and Local Leaders (May 1999).
